What do you need in order to Program a PC?

 The Answer to the Above is A PC with an IDE, PC is OK, But you might be wondering Now what is this IDE,IDE stands for "Integrated Development Environment", A specialized software acts as an environment for you to code a program in your machine.Here are some of the examples of IDE's:

Visual Studio
By Microsoft

Android Studio
By Google

Eclipse IDE
By Eclipse Foundation

Where will you Program?

So the above are specialized IDE's which you can install on your PC and Start programming.

When to Program?

Depends on your needs what do you need to do, You Want to make a calculator you can write a simple program to make a calculator Which performs Add, Subtract, Multiply, Divide operations.
